This Act provides for the establishment the Land Transfer Board control by the Land Transfer Board of land transfer transactions in Zanzibar. No permanent transfer of land or long term lease shall take place until the transaction is reviewed and approved by the Land Transfer Board. The Board may withhold its consent on specified grounds.
These Regulations provide for conditions, to which the right of occupancy as defined in the Land Act, 1991 is subject. The Commissioner of Lands may impose those conditions pursuant to regulation 3, but they shall not be inconsistent with the Act.
No person shall occupy or use more than three acres of land for urban farming. No person shall, except where that person practices zero grazing, graze his animal in an urban area (reg. 3). "Urban farming" means the carrying out of plant or animal husbandry activities as set out in the Schedule within statutory township boundaries.
The Commission is established under section 3 as a body corporate. It shall be the principal advisory and executive organ of the Government on all matters related to land use and conservation of the environment and shall formulate policies, act as co-coordinator of activities in the fields concerned and serve as a channel between bodies acting in the fields concerned and the government (sect.
Preliminary (I); Public land (II); Right of occupancy to land (III); Right of ownership of trees (IV); Grants of public lands (V), Leases (VI); Termination of rights of occupancy (VII); Miscellaneous provisions (VIII).All land in Zanzibar is declared to be public land and is vested in the President (sect. 3).
These Regulations make provision with respect to the allocation of land through auctions and tenders. Prime residential, commercial and industrial land shall be allocated in transparent manner such as and open tender or auction. Local governments shall advise the Commissioner for Lands on the areas that may be made available for tender or auction.
The areas of land described in the Schedule are hereby declared to be planning areas for purposes of the Town and Country Planning Ordinance (para. 4). Subject to paragraphs 6 and 7 no development other than conservation and water-related activities shall be carried out within such area without a planning consent or contrary to a planning scheme prepared by the Minister (para. 5).
This Act provides with respect to the administration of estates of deceased persons and the depository of wills. The High Court shall have jurisdiction in all matters relating to probate and the administration of deceased's estates, with power to grant probates of wills and letters of administration to the estates of deceased persons and to alter or revoke such grants.

“Land” here includes land covered with water and things affixed on land or growing on land (sect. 2). The Act shall apply to any area constituted as a Registration District by the Minister under section 5In each District a land registry shall be maintained in which information set out in section 6 shall be kept. Section 7 concerns appointment of land registration officers.
