The authorized state institution responsible for the implementation of the present Agreement shall be the State Committee on Land Resources, Geodesy and Cartography of Belarus and the Department of Geodesy, Cartography and Land Cadastre of Ukraine. The Parties have agreed to cooperate in the following areas: (a) topography, geodesy and cartography; (b) exchange of scientific and technical information and cartographic publications; (c) training of specialists; and (d) exchange of information regarding modifications of administrative borders. The Parties shall exchange geographic, cartographic and geodetic data at their disposal by 1 January 1992 regarding the territory of the Parties. The Parties shall carry out mapping, delimitation on the ground and demarcation of the national border.

After seven decades as a constituent republic of the USSR, Belarus attained its independence in 1991. It has retained closer political and economic ties to Russia than have any of the other former Soviet republics. Belarus and Russia signed a treaty on a two-state union on 8 December 1999 envisioning greater political and economic integration.
