The present Treaty Land Entitlement (TLE) Framework Agreement sets out the ways and means that the Parties – Canada, Manitoba and the Treaty Land Entitlement Committee (TLEC), on behalf of the Entitlement First Nations – have agreed to fulfil and satisfy the outstanding land obligations arising from the Treaties between the First Nations and Her Majesty the Queen in Right of Canada. First Nations did not receive the full amount of land that was promised to them by way of their respective Treaties. The present Agreement attempts to settle the land debt that is owed to these Entitlement First Nations under Treaties 1, 3, 4, 5, 6 and 10.
