Article 43 of Land Code shall be amended to add the following wording: “Allotment of land plots located within 500 meters from coastline of a waterbody shall be performed after establishment of borders of water conservation zones and regime of its economic management, except for protected areas and public forests”. Article 82 of Water Code shall be amended to add the following wording: “Limits for water abstraction and water supply within water basins and provinces shall be established for ten-year periods in accordance with water basin management schemes and shall be validated by the authorized institution”. Article 5 of Ecological Code shall be amended to add the following wording: “Priority shall be considered recycling and reuse of domestic and non-domestic waste”. Article 6 of the Law No. 66-3 on state regulation of the development of agro-industrial complex and rural areas shall be amended to add the following wording: “Authorized state institution in the sphere of regulation of agro-industrial complex shall be responsible for monitoring and assessment of the state of drained agricultural land”. Article 1 of the Law No. 165-IV on support of the use of renewable energy shall be amended to add the following wording: “National renewable energy sources shall be considered renewable energy sources produced by the producers of Kazakhstan”.

Ethnic Kazakhs, a mix of Turkic and Mongol nomadic tribes who migrated to the region by the 13th century, were rarely united as a single nation. The area was conquered by Russia in the 18th century, and Kazakhstan became a Soviet Republic in 1936. Soviet policies reduced the number of ethnic Kazakhs in the 1930s and enabled non-ethnic Kazakhs to outnumber natives. During the 1950s and 1960s agricultural "Virgin Lands" program, Soviet citizens were encouraged to help cultivate Kazakhstan's northern pastures.
