The purpose of these Rules is to prescribe matters delegated by the Act on Acquisition of and Compensation for Land for Public Works Projects and the Enforcement Decree of the same Act, and matters necessary for the enforcement thereof. Article 8 deals with form of application for approval of a project and lists matters to be stated in a plan of operation, as follows: 1) An outline of a project and the legal basis thereof; 2) The scheduled date of commencement and completion of a project; 3) Expenses incurred and a report on financial resources; 4) The details of land and goods required for a project; 5) The necessity of a project and the effect thereof.
