    This publication considers the fact that despite the important role of the business community in the creation and promotion of green technology and related services in Canada and in the United States, the experiences in both countries illustrate the limitations of the market in the promotion of sustainable urban growth. The two cases reviewed in this report, the most advanced and comprehensive systems of urban sustainability highlight the key role of the public sector in the design, integration, promotion and enforcement of sustainable policies for urban growth.

    Using a unique dataset of 703,287 farm operators from the Taiwanese Census of Agriculture merged to administrative records from the National Farmers' Health Insurance (FHI) program, we examine the effects of the enrollment in the FHI program on farmers’ on- and off-farm labor supply and the amount of land they allocate to Taiwan’s land retirement program. In order to account for non-random self-selection into the FHI we use a matching procedure to estimate the impact of the program on land and labor allocations.

    The economic and land use consequences of US biofuel programs and their contributions to GHG emissions have been the focal point of many debates and research studies in recent years. However, most of these studies focused on the land use emissions due to the first generation of biofuels such as corn ethanol, sugarcane ethanol, and biodiesel (e.g. [1, 2] [3, 4]). A quick literature review indicates that only a few attempts have been made to estimate these emissions for the second generation of biofuels which convert cellulosic materials into liquid fuels.     The purpose of this research was to determine whether indirect land use occurs and if so to what extent. Indirect land use is a change from non-cropland to cropland (e.g. deforestation) that may occur in response to increasing scarcity of cropland. As farmers worldwide respond to higher crop prices in order to maintain the global food supply and demand balance, pristine lands are cleared and converted to new cropland to replace the crops for feed and food that were diverted elsewhere to biofuels production.

    Current U.S. farm programs make payments to farmers based in part on historical base acres planted in particular program crops such as corn, soybeans, cotton, wheat and soybeans. Eligibility for payments includes regulations on the crops allowed to be grown on base acres, and there are restrictions on planting horticultural crops on such base acres. The fruits and planting restriction on base acres has potentially influenced the number of acres planted to fruits and vegetables over the past two decades.

    This paper discusses the economic implications of the preferential trade agreements that New Zealand is currently negotiating, using a computable general equilibrium modelling framework. The New Zealand dairy industry is a particular focus in the results, which come from the GTAP model produced by Purdue University.

    Many communities in the United States face the decision about whether to protect or restore forests on environmentally sensitive sites. The objective of this research is to identify priority areas for forest landscape restoration in Knox County, Tennessee. A cost-benefit analysis is conducted to determine individuals’ willingness to accept reforestation as a substitute for other potential land uses, given the explicit costs and benefits of reforestation.
