    This Regulation aims to protect cultivated land resources and improve the quality thereof. The Regulation consists of 26 articles. The competent agriculture authorities at or above the county level shall be in charge of the protection of arable land, whose main responsibilities are prescribed in article 5. Any unit and individual shall have the obligation to protect the quality of cultivated land. The Regulation further provide for: measures to be taken for supervision and inspection; legal responsibility; etc.

The local people's government, the villager committee are responsible for the grazing land dispute mediation and handling. Article 6 provides for the documents and materials which are the basis for mediation and settlement of grazing land disputes.
