    Does climate change drive conflict over land use in Mali?

    This study investigates the alleged relationship between climate change and conflicts, using the Inland Delta of the Niger River in Mali as a case study, where this region is an African hotspot area in terms of land use conflicts.

It determines the principles, procedures, and measures regarding granting of state land for lease or concession with the aim to ensure the uniform management and use throughout the country, to boost the development of state land, to turn land into capital, to promote the investment for cash crop production and for services, and to build income for the state budget.

    This urgent alert is based on the forceful evictions of Maasai pastoralists from their homes and grazing lands in Loliondo Division, Ngorongoro District in Northern Tanzania and the gross human rights violations that are being committed. 


    The eviction operation started on the 4th July 2009 and was conducted by the notorious riot police, the Field Force Unit, with assistance of private guards from the Otterlo Business Cooperation (OBC). They entered the villages by shooting in the air and using teargas before pouring petrol on the Maasai homes and setting them on fire.

    The study sought to determine the state of farms that belonged to the then National Agricultural Corporation (NAFCO), ranches that belong to the National Ranching Company (NAFCO) and land belonging to absentee landlords. Since any state is dynamic, this research report, then, is a socio-historical account of what has been happening within/out more than 543,604 hectares of ranch/farmland in the wake of the fall of nationalization and rise of privatization.

    The world food crisis has spurred foreign direct investments (FDI) into arable land in developing countries. While significant financial inflows into agricultural sectors could be beneficial on a global scale, it could negatively affect local livelihoods. This article provides an overview of the different types of FDI in land. In addition, examples of investment flows are illustrated in an overview and a sustainable impact matrix outlines the occurring effects. Finally, requirements of avoiding negative effects are presented, to achieve a Pareto-efficient win-win situation.

Such investments have the potential to promote rural development and food security worldwide. By the same token, however, there is the danger of countless small farmers losing their land, of food insecurity increasing in many places, and of social and ecological systems collapsing through pure "land grabbing".
