This is the report of the Center for International Forestry Research (CIFOR) sixth test of criteria and indicators for sustainable forest management. The test took place in October and November 1996 in and around Kribi, Cameroon. Unlike previous criteria and indicators (C&I) tests, the Kribi test placed emphasis on testing methods for developing the C&I. Eighteen experts in forestry, ecology and social science from Cameroon and other countries were involved in testing C&I developed by ATO, a Dutch working group, and a set collated from several sources.

A major argument put forward in favour of individualised land rights in sub-Saharan Africa is that farmlands held under exclusive and secure rights are more productive than farmlands held under other public or customary forms of tenure. If true, this argument implies that reforms to individualise land improve production efficiency and relegate efforts to develop technologies to a secondary position.

Limitations of both the market and the state have caused a growing interest in the potentialities of local-level collective action for development. The burgeoning literature on collective action suffers from two main weaknesses. First, theoretical studies typically fail to describe inter-agent interactions in a satisfactory manner. Second, empirical studies do not provide adequate hard data and quantitative analysis to allow us to advance our knowledge about individual motives for co-operation and conditions conductive to the emergence and evolution of co-operative behaviour.

The System-Wide Initiative on Water Management (SWIM) has defined its central theme and objective as ?enhancing the productivity of water and agriculture in an environment of growing scarcity and competition.? One program area of SWIM, namely SWIM 7, has the aim of improving the utilization of water resources from the catchment perspective. This paper has been prepared as part of the process of planning research that is to be undertaken by SWIM 7.

Data on water sources, mode of offer, watering frequency, amount of water offered, body weights and milk yield were collected from 21 randomly selected smallholder farms in Kiambu by means of farm visits and questionnaires fortnightly. Most farms (67%) had water on-farm but 76% of them needed labour to deliver the water to the animals. Fifty two percent of the farms practised continuous watering. Water troughs (67%) were mostly used to water dairy cattle.

Production performance of cows is an important factor which determines whether cows are adopted for draft power. Working cows could perform at higher levels of efficiency than oxen, but only if nutrient inputs are adequate to meet their greater requirements, and milk production and reproduction are kept at levels comparable to non-working cows. ILRI (International Livestock Research Institute) and the Ethiopian Institute of Agricultural Research (IAR) have reached different aspects of the use of dairy cows for draft work.
