This 2018 Article IV Consultation highlights that Mali’s economic recovery continued in 2017 amid persistent security challenges. GDP growth remained robust, at an estimated 5.3 percent supported by good harvests and robust domestic demand. Inflation was subdued, remaining well below the regional ceiling. The 2017 fiscal outturn and the 2018 budget are in line with the program targets and the goal of converging to the West African Economic and Monetary Union’s regional fiscal deficit norm of 3 percent of GDP by 2019.

The present study aims to clarify the various issues regarding land security of poor and other marginalized groups in Malian rural areas. This brief note identifies the consequences of land acquisitions in peri-urban spaces around the cities of Bamako and Ségou, Mali. This contributes to debates surrounding the rapid expansion of African cities faced with rapid rural-urban migration and new arrivals settling in precarious conditions. West Africa has a long history of urbanisation, in some cases accompanied by highly productive and intensified land use.

    Why this study?
Recent years have witnessed an increase in violent conflicts involving pastoralists in parts of West Africa and the Sahel. They often take the form of clashes between herders and farmers, impacting human, national and regional security.
Given its mandate and role in conflict prevention, the United Nations Office for West Africa and the Sahel, in collaboration with the Economic Community of West African States, initiated this study in 2017 to examine the causes and identify concrete solutions to conflicts related to pastoralism.

Soil and water conservation (SWC) practices like that of erosion control and soil fertility measures were commonly practiced in the semiarid region of southern Mali since the 1980s. The SWC practices were mainly meant to increase water availability in the subsurface, reduce farm water runoff and gully formation and improve nutrient content of the soil, thereby increasing crop yield. Despite such efforts to promote at scale SWC practices, the landscape of southern Mali is still affected by high rates of runoff and soil erosion and low crop yield in farmers’ fields.

Studies on the enabling factors for household food security (HFS) most often used simplified econometric models looking into the links with a selected set of variables. In this research, a livelihood approach of HFS was used and aimed at determining the most significant livelihood assets for HFS in dryland agricultural systems. Elements of the five livelihood assets were assessed through questionnaire surveys with a random sample of 180 households, and six focus group discussions in three communities along the rural-urban continuum, in Southern Mali.
