    The objective of the Voluntary Guidelines is to provide practical guidance to States in their implementation of the progressive realization of the right to adequate food in the context of national food security, in order to achieve the goals of the World Food Summit Plan of Action. They provide an additional instrument to combat hunger and poverty and to accelerate attainment of the Millennium Development Goals.

    FAO is conducting a series of regional and sub-regional workshops as part of the preparatory work for the country reporting to the Global Forest Resources Assessment update 2005 (FRA 2005). These regional workshops respond to requests made by many member countries during the global training session held at FAO Headquarters in Rome in November 2003.

    In recent years, the traditional public right to fish in dital waters has been supplanted by limitations on access to the stocks, particularly for commercial fishers. This is achieved by statutory schemes establishing rights of varying natures. Where these rights are fully established, they highlight the legal characteristics of property. This study is a contribution by the FAO Development Law Service to teh discussion on rights-based systems in fisheries management from a legal perspective.

    The focus of this exercise was on issues connected with a possible substantial increase in the agricultural loan asset portfolio of ProCredit Bank. This summary outlines the type of client who could be targeted by the bank – the core borrowing group, the ways in which the bank could market its services to the desired core clientele, the type of loans for which a demand is clear, the enterprise types for which credit-financed investment appears to be most profitable, the regional considerations and, finally, the personnel requirements within the bank.

    تم إعداد هذا الدليل الخاص باللامركزية والضريبة على الملكية الريفية لمساعدة القائمين على إدارة الأراضي الذين يشاركون في تصميم وتنفيذ نظم الضريبة على الملكية الريفية، في وضع يشهد تزايد دعوة مؤسسات حيازة الأراضي إلى دعم نقل مسؤولية الخدمات إلى الحكومات المحلية. ويتوقع من عملية اللامركزية هذه أن تحسّن تقديم الخدمات عبر إيكالها إلى المستوى الحكومي الأقرب من المستفيدين منها. وإذ يتسع نطاق الخدمات التي توكل بها الحكومات المحلية، فإن العديد من البنى الحكومية الريفية ما زالت تفتقر إلى الموارد اللازمة للاضطلاع بالمسؤوليات الجديدة الملقاة على عاتقها.

    The current working definition of biotechnolology used by the FAO refers to any means of developing or using living organisms to produce or alter or improve a product or organism for a specified purpose (UNEP 1992; Schmidt 1997), which would include prehistoric plant and animal domestication. A more current perspective specifies biotechnology having commercial applications, featuring deliberate manipulation of the genetic components of living organisms or their products (IBPGR 1991; Iowa State University 1994).

    This publication considers fisheries management policies in the Mediterranean in the light of the new objectives of sustainability and governance. Emphasis is put on the decentralization of public action and the reform of institutional mechanisms.The first chapter assesses the historical and societal bases of the dualism of small-scale fisheries and industrial fisheries. The dialectical relationship of power between these socio-economic categories is a result of arbitration by the public authorities that have entered into a spiral of interventionism.

    In recent years, local people and rural communities have assumed increasing prominence in strategies for natural resource management.This paper briefly reviews some of the central legal issues that are associated with this shift. In doing so, its goals are limited. It does not ad dress fundamental questions about when, where and what kind of management works, nor attempt to identify the political, social, economic and environmental ingredient s for success – subjects on which there is a huge, if still inconclusive, literature.
