Soil loss is a major threat to the agricultural development in Malawi and by extension is also a major hindrance to the overall economic development of the country since the Malawian economy is dependent on agriculture. Not only does soil loss reduce the cultivable soil depth but it also takes away the fertile soils from the farmlands. The net effect is loss of agricultural productivity, increased expenditure on fertilizers, and a general decline in profitability of crop production.

This publication contains the papers presented at the Expert Consultation on Issues in Water Law Reform, convened by FAO in Pretoria, Republic of South Africa, 3 to 5 June 1997. The Expert Consultation was the first activity under, and served as a launch for, the FAO-funded and -executed project of technical assistance to the Republic of South Africa, TCP/SAF/6711 "Review of water legislation". During the last decade, the concept of water demand management has received increasing attention from both academics and development agencies and banks. In the face of rising costs for supply augmentation and concerns over the apparently inefficient use of water in agriculture, managing demand appears a priority means of mitigating water scarcity problems. Economists, in particular, have used theoretical frameworks to argue for the use of "economic instruments" to provide incentives that may lea d to water saving or enhancing economic efficiency.
