The enormity of the world’s dislocated population generated by contemporary conflicts has brought significant attention to a complicated process of returning housing, land and property (HLP) to their rightful occupants once conditions permit. As the complexity of large-scale HLP restitution becomes increasingly apparent, significant obstacles emerge that require examination. Se plantean también una serie de opciones de políticas para resolver las situaciones más conflictivas, teniendo siempre como objetivo la equidad y el desarrollo. El alcance de este estudio está limitado al análisis de la dinámica de la tierra desde una perspectiva general, tomando como base las tierras que figuran en los censos agropecuarios nacionales.

This study aimed to pilot an innovative land survey to provide quantitative data regarding landrelated issues in Timor-Leste, in order to support the Timorese government and parliament in developing evidence-based land policies and legislation, as well as more informed advocacy of civil society. The results of this pilot in the municipalities of Dili (urban area only), Ainaro, and Ermera provides relevant evidence regarding access to land, land tenure security, and land related conflict, as well as on the specific policy options taken in the current draft Land Law Package

ABSTRACTED FROM PURPOSE OF THIS MISSION: The purpose of the mission was to gather accurate and up-to-date information from a range of sources about a number of issues concerning the treatment of Tamils including the government’s attitude to diaspora activities and the treatment of members of diaspora groups, in particular members of the Transnational Government of Tamil Eelam (TGTE). The mission was also interested in gathering information about the treatment of members and former members of the Liberation Tamil Tigers of Eelam (LTTE).
