The Law prescribes the procedures for performance of the land reform in the cities of the Republic of Latvia. The objective of the land reform is to reorganise the legal, social and economic relationships of a land property and the use of land in cities during the gradual denationalisation, conversion, privatisation of State property and unlawfully alienated land properties in order to promote formation of city building corresponding to the interests of society, protection and rational utilisation of land.

Extensive grazing is the predominant form of land use on at least a quarter of the world’s land surface, in which livestock are raised on food that comes mainly from rangelands. Extensive grazing differs from crop or forestry production, in which the produce remains in situ whilst growing. Evaluation for extensive grazing, unlike that for cropping or forestry, must take into account the production of both grazing forage, termed primary production, and the livestock that feed on this forage, termed secondary production.

This Decree establishes that the forms of Certificate of landownership can be used provisionally, till the issues of the state legal form, as a document for lifelong ownership valid for inheritance and limitless (permanent) land lease. This Decree validates the forms of Certificate of landownership, Contract of tenancy for agricultural land, Contract of temporal leasehold of agricultural land. The forms of these documents are supplied in Annexes.
