    The State of Food and Agriculture 2008 explores the implications of the rapid recent growth in production of biofuels based on agricultural commodities. The boom in liquid biofuels has been largely induced by policies in developed countries, based on their expected positive contributions to climate-change mitigation, energy security and agricultural development.

    Land Tenure Working Paper 1. This document analyzes the implications for land tenure and land policy of biofuels. It examines the current and likely future impacts of the increasing spread of biofuels on access to land in producer countries, particularly for poorer rural people. It aims to pave the way for future empirical research on the links between the spread of biofuels and access to land, through developing a conceptual framework for such research and through taking stock of data available in the literature.

    Does forest tenure matter? In what way does it matter? What are the links among tenure, sustainable forest management (SFM) and poverty alleviation (PA)? This paper presents the main findings of research that was conducted by FAO and partners from the Asia Forest Partnership with the aim of analysing and understanding the role of tenure arrangements, their enabling impacts and their limitations. The paper presents a summary of different tenure instruments’ performance in supporting SFM and PA, and provides recommendations for more effective forest tenure systems.

    Aquaculture in the Southeast Asian region has been growing steadily over the last few decades, requiring more space to accommodate it. The search for additional areas to expand the aquaculture industry as a whole and the identification of new farming species of commercial value to satisfy the growing local and export markets are pushing the sector in some countries to broaden activities in the sea, including further offshore where more space is available and where, to a lesser extent, competition is currently not so intense.

    A FAO mission visited Uttar Pradesh India to carry out a MASSCOTE training workshop in Sultanpur Uttar Pradesh from 7th to 19 December 2007 as part of a collaborative program between the Government of Uttar Pradesh and FAO. This mission is the first MASSCOTE exercise organised by FAO for GOUP, other two studies are planned as part of the FAO-GOUP collaborative activities aiming at developing the capacity in modernization of irrigation management.

    The availability and quality of clean water in many regions of the world is more and more threatened by overuse, misuse and pollution. In this context, the relationship between forests and water must be accorded high priority. Forested catchments supply a high proportion of the water for domestic, agricultural, industrial and ecological needs in both upstream and downstream areas. A key challenge faced by land, forest and water managers is to maximize the benefits that forests provide without detriment to water resources and ecosystem function.

    This paper explains the operation methods in canal irrigation delivery systems using the MASSCOTE approach. It argues that on-farm irrigation scheduling is only possible when the delivery system provides the irrigation water at the expected time, rate and duration.
