    Current water reforms in most African countries focus on decentralizing water management to the water users, as a way of improving water governance. The target of these reforms is equity, efficiency and sustainability. Unfortunately the reforms tend to concentrate on the use of statutory laws, and give little consideration to the already existing traditional practices. This report presents the findings of a case that examined traditional water management practices in Binaaba located in the Bawku West District of the Upper East Region of Ghana.

    Majority of the populace in the Upper West Region of Ghana are small-scale farmers who depend mainly on rain-fed agriculture. However, rainfall pattern is uni-modal (April – September) and variable thus making agriculture quite challenging. This has resulted in poverty and food insecurity with migration down south being on the ascendency especially during the dry season.

    The farmers in the Volta river basin, some of the poorest in the world, generally rely on rain-fed agriculture. However, insufficient or irregular rainfall frequently puts farmers at risk of losing their crops. In addition, climate change is making already variable rainfall less reliable.

    The risk of losing crops makes farmers reluctant to invest in agriculture and water management. Farmers must have access to a reliable water supply to sustain their livelihoods.

    Limited access to water is a key reason why millions of poor farmers struggle to grow enough food and marketable crops to improve their lives. Public sector agencies, civil society organizations and donors seeking to improve small-scale farmers’ access to water resources face limited data on the location and accessibility of water resources. This paper addresses this gap by providing a tested method to assess water resources that small-scale farmers can access affordably and sustainably.
