The history of land rights in the Lao People’s Democratic Republic (Lao PDR), hereafter referred to as Laos, is a history of customary land tenure systems which remain the most prevalent form of land tenure. As social systems, land tenure systems in Laos have been affected by and have adapted to external forces such as neighboring kingdoms, colonialization, geopolitics and war, migration, and global economic trends. Ongoing rapid changes in national socioeconomic conditions and domestic political goals continue to alter the customary tenure landscape.

When the Community Forest Act B.E. 2562 was passed in 2019, Thailand had for the first time an official umbrella law to recognize community forestry. Often, logging concessions overlap their territories, restricting access to lands and resources. However, the development of community forests is gaining momentum in the region. These can help secure customary tenure, sustainably manage resources and improve livelihoods for indigenous peoples and local communities (IPLCs).

À Madingou, la question de la gestion foncière se pose avec acuité, car le développement des espaces urbains empiète sur les terres dévolues à l’agriculture périurbaine. Ce phénomène reconnu par les autorités municipales et les populations est à la fois à l’origine de la croissance anarchique de la ville et au rétrécissement préoccupant des superficies agricoles périurbaines. L’objectif de cette étude est d’analyser l’impact de la gestion foncière sur l’agriculture périurbaine à Madingou. Elle est réalisée entre janvier et mars 2017.
