    Laos has vast surface water resources. However, in areas located far away from surface water sources or those that are prone to surface water scarcity, groundwater is gaining recognition as a valuable source of water for agricultural development. Households in Ekxang village on the Vientiane Plain, for example, depend on rainfall for the cultivation of rice during the wet season and a wide range of vegetables and herbs in the dry season. Climate change poses a growing threat to crop production in such villages, altering wet season rainfall and making drought more common and severe.

    The residents of the Ganges and Mekong River deltas face serious challenges from rising sea levels, saltwater intrusion, pollution from upstream sources, growing populations, and infrastructure that no longer works as planned. In both deltas, scientists working for nearly two decades with communities, local governments and nongovernmental organizations (NGOs) have demonstrated the potential to overcome these challenges and substantially improve people’s livelihoods.

The proceedings of this workshop are presented here in summary form, which we hope will provide a bird's-eye view of the current knowledge in Vietnam on this subject to a wide spectrum of interested persons.

    Recurring water crises, global water initiatives, and demands for water reforms by development banks, have all pushed water up the agenda of most Mekong-region countries. Many changes have already been made. Now decision makers need to know what has worked, what hasn?t, and why. To find out, IWMI has reviewed new water policies, plans and laws, and assessed participation, the new water ?apex bodies?, and integrated water resources management (IWRM). The findings show that top-down state policies based on ?blueprints?

    This report identifies the driving forces for reforestation in three villages of Northern Vietnam. Using an institutional analysis focused on the rules governing upland access and use, the authors assess the relative impact of state policies (reforestation programs and forestland allocation) on land use change. Findings show that the latter are indirectly responsible for reforestation, but not because of the incentives they provided. Instead, they disrupted the local rules governing annual crop cultivation and grazing activities leading to the end of annual cropping.
