Climate change is the greatest challenge facing our generation. It touches all segments of society and it jeopardizes the future prosperity of the global communities, including the Lao People’s Democratic Republic (Lao PDR). In Lao PDR, climate change has resulted in higher temperatures, variable rainfall, longer dry seasons and droughts, and more severe and frequent flood and drought. Droughts and flooding harm agriculture, food security, forest and land use, water resources, energy, industries, public work and transportation, urban and public health.

Recognizing the important role that people living in and around forests play in forest management for poverty reduction and environmental sustainability, RECOFTC conducted a study for the ASEAN Social Forestry Network and the Swiss Agency for Development and Cooperation (SDC) to provide a general overview of social forestry in the ASEAN region and its potential to contribute to climate change mitigation and adaptation. Special attention is given to Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Thailand, and Vietnam.

There is a vast and unrecognized opportunity for community forestry to strengthen national resilience to climate change through diversifying rural livelihoods, increasing food security, leveraging social capital and knowledge, advancing disaster risk reduction and regulating microclimates. However maximizing the role for community forestry in climate change is an area where clear guidance and recommendations are lacking.

Equity has featured prominently in international climate change discourse since the establishment of the United Nations Framework Convention on Climate Change (UNFCCC) in 1992. Looking forward, equity is expected to be of even greater relevance in this year’s hoped for landmark climate agreement, to be finalized at the 21st Conference of the Parties (COP21) in Paris. Reducing Emissions from Deforestation and Forest Degradation (REDD+) remains central in global conversations at the intersection of forest and climate change policy.

This paper aims to contribute to understanding the existing knowledge gaps in the linkages of energy, water, and land use in Southeast Asia and explores the political economy of energy transition in the Mekong region (MR). Investigating the struggle over hydropower development and decision-making on water and land across the region, this study shows that countries that are the winners or losers in the hydropower development schemes are not the only ones managing the Mekong; rather, it is part of the region-wide strategy of nations to sustain the MR.

To date, REDD+ projects in Laos have made relatively conservative choices on driver engagement, focusing on smallholder-related drivers like shifting cultivation and small-scale agricultural expansion, to the exclusion of drivers like agro-industrial concessions, mining concessions and energy and transportation infrastructure. While these choices have been based on calculated decisions made in the context of project areas, they have created a pair of challenges that REDD+ practitioners must currently confront. The first is lost opportunity.

The research was carried out by the Managing Soil Erosion Consortium (MSEC)?a multi-country collaborative effort to better understand land degradation, and potential solutions, in upland areas of Southeast Asia. MSEC is coordinated by IWMI with substantial contributions from France?s Institute of Research for Development (IRD).
