    This document is the Resettlement Policy Framework (RPF) for the second Lao Road Sector Project Additional Financing (LRSP2-AF, AF, or the Project) and is being proposed for possible financing from the World Bank (WB). The proposed Project (LRSP2-AF) builds on the achievements of the second Lao Road Sector Project (LRSP2) and is being prepared to support the Government of Lao PDR (GoL) in the management of the Lao road network. The Project will finance civil works in the form of routine and periodic maintenance and spot improvement to strengthen road climate resilient.

To spur economic growth, the Lao government builds on a resource-based export economy, major mining projects, the constructions of dams, and the expansion of plantation agriculture.     All four countries in continental South-East Asia featured in this paper (Myanmar, Cambodia, Laos and Vietnam) are experiencing land conflicts that could potentially destabilise their governments.1 Thailand is in a similar situation in many respects, as it has faced mounting tensions over land tenure since the 1990s (Hall et al., 2011). These conflicts are escalating, sometimes violent, and are attracting more and more attention from the media. They have mobilized numerous local and international NGOs, and often triggered the development of an increasingly visible national civil society.

    ABSTRACTED FROM EXECUTIVE SUMMARY: Half a decade into the global land rush, land-intensive investment throughout Southeast Asia continues to confront social and environmental issues such as land conflict and improperly regulated forest conversion. This study uses publicly available financial and spatial data to examine the geography of land-intensive investment in Southeast Asia, and to identify the limits imposed by problems with data availability.
