However, in many parts of the world, men and women have inadequate access to secure property rights over land. Women are particularly disadvantaged: even though they constitute on average 43 percent of the agricultural labour force in developing countries, women’s ownership of agricultural land remains significantly lower than that of men.

The guidelines were officially endorsed by the Committee on World Food Security (CFS) on 11 May 2012. 2. The Guidelines serve as a reference and set of principles and internationally accepted norms or practices for the responsible governance of tenure.

Journal Articles & BooksMarch, 2018South AfricaThe paper investigates whether farm dwellers in the KwaZulu-Natal (KZN) province of South Africa are subject to a “double exposure”: vulnerable both to the impacts of post-apartheid agrarian dynamics and to the risks of climate change. The evidence is drawn from a 2017 survey that was undertaken by the Association for Rural Advancement (AFRA), which is a land rights Non-Governmental Organization (NGO), of 843 farm dweller households. Data on the current living conditions and livelihoods was collected on 15.3% of the farm dweller population in the area.

Even in those situations where the investors have followed FPIC guidelines and undertaken a formal “consultation” with the community, these consultations are generally conducted in a context of significant power and information asymmetries. Part of the power imbalance comes from communities’ lack of information about the value of community lands and natural resources.

By 2012, however, the government’s own reports concluded that the country had made little progress in the area of communal tenure reform.
