This DPhil dissertation explores the logic, methods, and outcomes of a U.S. government- sponsored land reform in Lesotho, Southern Africa. The reform was part of a $363 million grant from the Millennium Challenge Corporation to the Kingdom of Lesotho that funded a sweeping change. Instead of local chiefs administering and allocating land, the power shifted to bureaucrats and landholders, who received leasehold titles to their land.

Maps are instrumental in the commodification of land and its exchange in markets. The critical cartog- raphy literature emphasizes the ‘‘power of maps” to (re)define property relations through their descrip- tive and prescriptive attributes. But how do maps work to achieve these outcomes? This paper examines the notion of maps as ‘‘inscription devices” that turn land into a commodity that can be bought and sold by investors. It is based on the analysis of a land reform project in the Southern African country of Lesotho.

Some argue that the proliferation of data improves development outcomes for states and people targeted by agencies' interventions, as well as the accountability of those agencies. These Regulations, made in terms of section 45 of the Communal Land Reform Act, concern the application for and the registration of an occupational land right. An application for an occupational land right is made in the form of Form E as set out in Annexure 1 to the communal land board. An occupational land right was introduced in the principal Act by the Communal Land Reform Amendment Act, 2013 and means a right to occupy a portion of communal land for the provision of public services granted under section 36A.

Focuses on communal land and attempts to better understand the intersection of gender, communal land, and land reform in Namibia. Concentrates on two regions that adopted different approaches. The Oshana region leads the implementation of the nationwide Communal Land Reform Act, 2002, that introduced the registration of customary land rights in communal areas, while the Kavango region declined to participate in this and instead continues to independently administer customary land rights in accordance with its established customary system.

The Committee met to deal with the two proposed amendments that had been made by the National Council of Provinces (NCOP) on the Expropriation Bill [B4B-2015]. The first amendment aimed to increase the number of days in which the municipal manager must inform the expropriating authority, in writing, of charges from 20 days to 30 days, if land which had been expropriated is subject to municipal rates.

The Department achieved 56% of Q4 targets and 50% of Annual Performance Report targets in its Administration programme while annual targets on vacancies filled and disciplinary cases were partially achieved. In Geospatial and Cadastral Services, the Department achieved 77% of its Q4 targets and 69% of its APR targets. The Rural Development programme achieved 71% of its Q4 targets and 86% of its APR targets. The annual target for establishment of rural information desks was not achieved and the target of jobs created was partially achieved.
