A widely held belief in Bobira is that private land is more fertile than communal land. What came to light through the workshop information sharing is that there is no difference in the type of soil in villages compared to freehold land. Any difference in soil quality is a result of how the land has been used and managed over the years. Transformative Scenario Planning (TSP) is designed for situations in which people’s perceptions of a problem, and perhaps of one another, have become stuck.

Contract farming is emerging as an important governance structure in certain agricultural value chains. This study was done with the objectives of understanding the contractual relations between buyers and small-scale growers in the tobacco industry in Malawi and the impact of contract farming on smallholder incomes. Cross-sectional data was collected from 211 contract and 109 non-contract smallholder burley tobacco farmers who sold tobacco in the 2012/13 season. Two analyses were undertaken.

The Financial and Fiscal Commission (the Commission) undertook a study into the land reform programme. Part of the problem is that land reform is framed within the narrow confines of agriculture and does not take into account the inherent sectoral challenges. The survey results show the land reform programme’s lack of success is illustrated by the drastic decrease in production since land was transferred.

As a country we need to prioritise the acquisition and development of land for settlement purposes if we are to make any impact on the demand for housing.  Between 1994 and 2014 the South African government provided more than 2.5 million houses and some 1.2 million serviced sites, but the housing backlog nevertheless increased over this same period from 1.5 million to 2.1 million units

Local level, collective small-scale farming projects in the Kat River Valley, like elsewhere, have proven difficult to sustain.  Various factors from macro-level policies to local level social and political dynamics were found to hinder or block the success of such projects.  Some of the most challenging factors relate to history and path dependency, prevailing neoliberal agricultural policies and discourses, narrow markets, internal conflicts, lack of local capacity and unclear and insecure land tenure.

    April, 2017
    Southern Africa

This learning brief suggests that one of the factors limiting the ability of the country to make good on its constitutional obligations relating to land reform is that we, as a country, have a missing middle – smallholder plots – when it comes to land reform.
