    Recent estimates show that one third of the world’s land and water resources are highly or moderately degraded. Global economic losses from land degradation (LD) are as high as USD $10.6 trillion annually. These trends catalyzed a call for avoiding future LD, reducing ongoing LD, and reversing past LD, which has culminated in the adoption of Sustainable Development Goal (SDG) Target 15.3 which aims to achieve global land degradation neutrality (LDN) by 2030.

    The characteristics of low-income housing in Namibia include severe inequality in housing standards, heavy reliance on non-office jobs, overcrowding, and poor infrastructure. This study uses a survey and semi-structured interviews to investigate the improved service delivery of this low-income housing. It explores this through the perspectives of community-based facilities management, sustainability, and enterprise development.

The search for tools (or approaches or strategies or methods) for ensuring that land challenges are resolved in ways that quickly respond to local realities is what led to the development of the fit-for-purpose land administration. This article provides evidence that the fit-for-purpose land administration—as a land-based instrument for development—represents an unprecedented opportunity to provide tenure security in Africa.
