    This publication offers a fresh look at the theory and practice of modern water rights, from a comparative law angle. It sheds light on a number of key features of such rights, and contrasts these to traditional forms and kinds of water rights.     Drought is one of the main causes of food insecurity. In 2011, the horn of Africa has faced the worst drought in 60 years. An estimated 12.4 million people suffered from a massive food shortage. To mitigate the impact of agricultural drought, it is of high importance to dispose of timely and reliable information of the condition of food crops and grassland areas in all regions and countries in the world.

    This report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project `Coping with water scarcity: the role of agriculture?, and has been discussed at an Expert Consultation meeting organized in FAO, Rome in December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materia ls presented to the meeting.

    The FAO Inland Water Resources and Aquaculture Service (FIRI) has been active in promoting the use of geographic information systems (GIS) and remote sensing in fisheries and aquaculture since 1985. However, a manual to use along with GIS software for the fisheries biologists in the field explaining GIS in a way that is understandable to non-GIS users had not been produced until now. This manual was written to overcome this knowledge-gap, it is a “do-it-yourself-manual” giving a short introduction to GIS software and its applications in fishery science.
