As part of the efforts to find sustainable solutions to complex land tenure issues, multi-stakeholder platforms (MSPs) create an inclusive forum where actors can discuss problems and propose solutions to improve governance of tenure and provide better access to natural resources. This publication highlights how MSPs at regional, national and local level demonstrate forward thinking, including innovative practices and approaches to respond to the above mentioned social challenges, for the benefit of all.

In August 2017, Botswana’s parliament passed the Tribal Land Bill, which became the Tribal Land Act no. 1 of 2018. It shall come into operation once the minister sanctions. Until then, the 1994 Act shall be operational. The new Act is aimed at addressing the challenges that cannot be effectively addressed by the operational Act. Some hail it as progressive, but this article argues that the Act has some limitations. Its insistence on the registration of customary grants with the Registrar of Deeds may lead to unintended consequences, such as family conflicts.

Many people are asking similar questions and producing vision statements, policies and forecasts to enable anticipation and planning in a volatile system. They are all telling stories about the future – some optimistic, some dire. But these stories tend to be disconnected, narrated past each other to different audiences. The four scenarios contained in this document tell a more connected set of stories.
