    Tenure governance is a complex and multi-dimensional issue that requires cross-sectoral and holistic approaches, gathering the resources, information and expert skills of a variety of actors while exploring innovative, polycentric multi-stakeholder governance arrangements to address collective action challenges. To do this, multi-stakeholder partnerships are formed where public and private partners pool their resources and competencies to address mutual goals more effectively.

    This paper examines the intersections between youth access to land, migration decisions and employment opportunities using nationally representative and multi-year data from multiple African countries. We document evidence on the evolving dynamics in land distribution and ownership patterns, the effect of land access on youth livelihood choices and development of rental and sales market in the region.

    A narrative on rural youth in Africa has continued to evolve in policy circles around the world. Much of it is driven by population statistics that point to an imminent youth bulge in Africa and concerns about a poor economic outlook (stagnation) for African productivity and growth. Fears of massive unemployment, social unrest and undesirable migration due to limited economic growth drive the bulk of the discourse. This is juxtaposed with the promise of a youth dividend for the continent, which is highlighted by some quarters of the policy debate.

    Hybrid land tenure administration occurs in a number of South Africa’s state-subsidised housing projects and in the informal settlements from which the housing beneficiaries tend to be drawn. Ownership is the tenure form in most of these housing projects. Under ownership the law only recognises registered land transactions. Non-government tenure administration in Dunoon was organised by street and area committees that are part of the local South African National Civics Association (SANCO) branch, a community based organisation (CBO).

    On 20 August 2019 at 10h00 the Constitutional Court handed down judgment in an application for leave to appeal against the judgment and order of the Supreme Court of Appeal (SCA).  This case concerned the failure by the Department of Rural Development and Land Reform (Department) to process land tenant applications submitted in terms of the Land Reform (Labour Tenants) Act 3 of 1996 (LTA).  Because of that failure, the Land Claims Court (LCC) ordered the appointment of a Special Master for labour tenants to assist the Department in its implementation of the LTA.

    The Pietermaritzburg High Court handed down a precedent setting judgment on the case against local municipalities for their failure to provide farm dwellers and labour tenants with access to water, adequate sanitation and refuse collection.

    This guide seeks to promote the use of ADR mechanisms to settle land rights disputes involving occupiers, labour tenants, landowners, claimants and other key role-players. It further aims to educate and capacitate ADR facilitators to have an understanding of the legal provisions that govern the relationships between different right-holders of land, particularly on farm land.

    Using landscape moderation insurance and Intermediate Disturbance Hypothesis (IDH) as frameworks, this study assessed the response of local assemblage among different land use regimes (mean β-diversity), using the Jaccard dissimilarity matrix in contrasting Human Modified Forest Landscapes (HMFLs). The study was conducted at the relatively simplified Mafhela Forest Reserve and the complex Thathe Vondo Forest Reserve in South Africa. The patterns of overall β-diversity between HMFL and State-protected Indigenous Forests (SIF) were compared and the leading change drivers were then untangled.
