    At the first conference on land redistribution in South Africa, held in Johannesburg in 1993, Cyril Ramaphosa, the then secretary general of the ANC, noted that South Africa is not unique in its unequal land distribution but rather in the policy measures that have led to this situation (ANC, 1993). In contrast to most other countries with unequal land distribution, South Africa has a history of specific racial policies with clear implications for land distribution and ownership.

    Census surveys of land transactions show that 203,300 hectares of KwaZulu-Natal’s commercial farmland transferred to previously disadvantaged South Africans over the period 1997-2003. This represents 3.8 per cent of the farmland originally available for redistribution in 1994. The annual rate of land redistribution in the province fell from a peak of 1.06 per cent in 2002 to 0.41 per cent

    The main objective of this paper is to report preliminary findings on the recent trends in agricultural land prices in South Africa against the backdrop of growing concerns over their rising levels. Given the important role of land prices, the impact such increases would have on significant national development efforts, including the on-going land reform programme and other aspects of agricultural restructuring, provide strong justification for this investigation.

    This paper highlights the plight of black rural areas in South Africa, in which deep poverty and weak subsistence agriculture are embedded. The apartheid policy and its numerous measures are the first causes of such a situation. Besides, the existence of a relatively well-developed non-agricultural labour market also maintains productive agricultural activities at a low level.This paper attempts to contextualize those elements in the Eastern Cape province. At province level, the paper first provides the main features of poverty and livelihood systems.
