A concise summary of the state of knowledge and experience concerning sustainable forest management, prepared as an input to the World Bank's Forest Policy Implementation Review and Strategy. An overview of experiences gained from different forest management systems is given, followed by a discussion of the outlook for forest resources and for forest product markets. Market, policy and institutional failure is analysed and appropriate responses are outlined. Finally, approaches to international co-operation are discussed.

This report presents the results of an analysis of economic rent from roundwood production in Suriname. It starts by describing the concept of economic rent: what it means; how it is calculated; and why it is so important. it then presents the results of the economic rent analysis and presents some recommendations for forest charges in Suriname. Later sections describe some ways to improve the efficiency and profitability of the forestry sector in Suriname and some ways that current constraints may be overcome.

The central message which emerges from this meeting was that modernization is above all an issue of human-ware. It is quite noteworthy to see that, although most participants to the meeting were engineers, almost every paper and almost all questions and points of discussion dealt with institutional, development and sociological issues and were not focussed on techniques. The issue of human-ware can be further expanded into complementary directions.

This study is a revised version of a working document originally prepared by FAO in April 1995 analysing the policy and legal options available for dealing with the sensitive issue of foreign ownership of land. It provides information on the approaches that are, or have been adopted to regulate foreign ownership of land. As such, it aims at providing a framework for analysis and a representative sample of the legal techniques and strategies that have been devised to deal with the issue; it is not intended to be an authoritative summary of the state of the law in this area.
