Most of the land reforms of recent decades have followed an approach of “formalization and capitalization” of individual land titles (de Soto 2000). However, within the privatization agenda, benefits of unimproved land (such as land rents and value capture) are reaped privately by well-organized actors, whereas the costs of valorization (e.g., infrastructure) or opportunity costs of land use changes are shifted onto poorly organized groups. Consequences of capitalization and formalization include rent seeking and land grabbing.

Malaysia deforested 6.3 million hectares since independence; 91% of which occurred before Malaysia pledged, at the Earth Summit in 1992, to maintain a minimum 50% of its terrestrial area under forest cover. However, under economic and population pressure, Sarawak—the largest contributing state to the country’s current forest cover of 54.8%—shows continuing deforestation even after 1992.

Land development in sub-urban areas is more frequent than in highly urbanized cities, causing land prices to increase abruptly and making it harder for valuers to update land values in timely manner. Apart from this, the non-availability of sufficient reliable market values forces valuers to use alternatives and subjective judgement. Land value is critical not only for private individuals but also for government agencies in their day-to-day land dealings. Thus, mass appraisal is necessary.

Agro forestry is a land management system that integrates trees, agriculture crops, and animal farming in order to provide a diverse range of ecosystem services. Timor-Leste, the newest country and one of the least developed counties, has faced multidimensional challenges on land use management, including deforestation, land degradation, and poverty. The agroforestry system is recognized as one of the viable options for balancing the socio-economic needs and ecological functions of the lands in Timor-Leste.

Plantation forests are perceived to be the supplementary source of wood material for the large wood products industry in Malaysia, amidst the steadily reducing supply from her natural forests. Despite the government’s initiated plantation forests scheme, the participation of smallholder farmers has been limited. Smallholder farmers constitute the largest proportion of private farmers involved in all sectors of agricultural and plantation tree crop cultivation, including commodities such as rubber and palm oil.
