A concise summary of the state of knowledge and experience concerning sustainable forest management, prepared as an input to the World Bank's Forest Policy Implementation Review and Strategy. An overview of experiences gained from different forest management systems is given, followed by a discussion of the outlook for forest resources and for forest product markets. Market, policy and institutional failure is analysed and appropriate responses are outlined. Finally, approaches to international co-operation are discussed.

This study is intended to contribute to the effective implementation of the Voluntary Guidelines by exploring ways of monitoring the governance of tenure of land, fisheries and forests and providing a civil society perspective on monitoring in the context of the Guidelines. It provides an overview of existing and commonly used monitoring systems and practices in relation with tenure of land, fisheries and forests by civil society organisations and institutions. In order to do so, it will propose a schematic categorization of monitoring in the context of land, fisheries and forests.

Economic and policy considerations in the development of plantation forestry are discussed. Globally, according to FRA 2000, planted forests account ed for only 5% of forest area, but up to 35% of industrial roundwood supply. This is anticipated to rise to 40-44% by 2020. Planted forests reflect a higher social, environmental and economic importance than their area would suggest. Many countries have existing planted forest data that is not based upon forest inventory, is incomplete and often outdated. Thus it is difficult to measure and plan the quantity and quality of planted forest resources and the provision of goods and services that they supply.

Forests play major roles in climate change. They contribute carbon emissions when destroyed or degraded and they suffer from changing climate, drought and extreme weather. Managed sustainably, they can provide a unique environmental service by removing excess carbon from the atmosphere, storing it in biomass, soils and products. In addition, sustainably produced wood fuels offer an environmentally benign alternative to fossil fuels.
