Ce numéro de « Regards sur le foncier » reprend une partie des communications présentées lors du séminaire régional sur la gestion foncière locale en Afrique de l’Ouest et à Madagascar, organisé en mars 2023 à Saint-Louis du Sénégal, à l’initiative du Comité technique « Foncier & développement » (CTFD). Ce séminaire a réuni soixante-dix participants, membres d’organisations de la société civile, d’organisations paysannes ou des administrations foncières, et experts-chercheurs, de huit pays d’Afrique (Bénin, Burkina Faso, Côte d’Ivoire, Guinée, Sénégal, Madagascar, Mali, Niger).

La République centrafricaine traverse depuis plusieurs décennies des crises socio-politiques et militaires. Celles-ci ont atteint leur apogée en 2013 autour des affrontements entre la Séléka, une rébellion du nord et les Anti-Balaka, un regroupement de milices locales. L’État n’a plus de contrôle sur l’ensemble de son territoire morcelé et tenu par des groupes armés. À partir du cas de l’Ouest centrafricain, cette thèse montre que les conflits armés ont des répercussions profondes sur les rapports des populations aux ressources et aux territoires.

Elle s’appuie sur l’analyse de plus de 36 000 évènements violents en Afrique du Nord et de l’Ouest entre janvier 1997 et avril 2020 dans lesquels 206 groupes pastoraux ont été impliqués, pour identifier au niveau régional des schémas plus larges de violence pastorale au cours des deux dernières décennies. Celle-ci s’est intensifiée dans la région, comme en témoigne la forte croissance du nombre d’événements et de victimes cette dernière décennie.

The survey was done at three levels, including interviews with official actors, and questionnaires sent to with citizens and the neighborhood leaders and neighborhood development Committees (Comité de Développement de Quartier: CDQ).
