    In this introductory video to the Global Programme Responsible Land Policy answers are given to what it wants to achieve, how it works and why land rights are so important. The Global Programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union and works in Benin, Burkina Faso, Côte d’Ivoire, Ethiopia, Laos, Madagascar, Peru (completed in 2021), Uganda and Paraguay (completed in 2018).

    Since 2000, many African countries have adopted land tenure reforms that aim at comprehensive land registration (or certification) and titling. Much work in political science and in the advocacy literature identifies recipients of land certificates or titles as ‘programme beneficiaries’, and political scientists have modelled titling programmes as a form of distributive politics. In practice, however, rural land registration programmes are often divisive and difficult to implement. This paper tackles the apparent puzzle of friction around rural land certification.

    The West African country of Côte d’Ivoire is divided between two large agro-ecological zones: the northern savannah zone, where food crops, cotton and livestock predominate; and the fertile forest zone of the south, where most of the country’s cash crops, including cocoa and coffee, are produced. Nearly 64% of land in Côte d’Ivoire is used for agricultural purposes, and 68% of the labor force works in agriculture.

    Cet article analyse l’histoire de la Côte d’Ivoire en matière de certification des terres de 2004 à 2017, en passant au crible les variables de l’économie politique qui causent des frictions et ralentissent les programmes d’enregistrement des droits fonciers dans les pays africains. Sont ainsi identifiées les inégalités régionales, les inégalités sociales, et les différences régionales dans les institutions foncières préexistantes comme des facteurs qui entravent la réforme foncière.

    Dans le cadre de l'initiative de la FAO sur les Directives Volontaires sur la gouvernance responsable de la tenure des terres et des autres ressources naturelles, une réunion de consultation régionale était organisée à Ouagadougou, Burkina Faso les 23-25 juin 2010. La réunion était une occasion d'échanger des expériences et de discuter des questions et des actions de gouvernance foncière à être intégrées dans les Directives Volontaires. Cette évaluation régionale synthétise les résultats de la réunion de consultation.
