This paper examines the impact of land reform on agricultural productivity in Tajikistan. Recent legislation allows farmers to obtain access to heritable land shares for private use, but reform has been geographically uneven. The break-up of state farms has occurred in some areas where agriculture has little to offer but, where high value crops are grown, land reform has hardly begun. In cases where collectivized farming persists and land has not been distributed, productivity remains low and individual households benefit little from farming.

This guide is written for people who work in land administration and all those with an interest in land, land tenure and their governance. Although much has been written about the importance of good governance in achieving development goals, there is comparatively little material on good governance in land tenure and administration. Failings in governance have adverse consequences for society as a whole. By contrast, good governance can help achieve economic development and the reduction of poverty. Good governance matters. Land is the single greatest resource in most countries.

In this paper, the author considers the impacts of land reform on privatization and ownership structure of agricultural land, as well as on agricultural and rural developments. The analysis is based on official statistical sources, data and results of several questionnaire-based surveys. The main idea of the paper – it is necessary to flow the land from large corporate farms to small family farms, until equilibrium will not be created between those two farm sectors, as is commonly observed in market economies.

The paper documents how the implementation of the land tenure policy of the Vietnamese government has affected the agricultural system, livelihood strategies and food self-sufficiency of Thai farmers in a remote upland village, Que, in Nghe An Province, North Central Vietnam. It is shown that the enforcement of restrictions on the area under swidden agriculture has resulted in a strong reduction of swidden agriculture production and shortened fallow periods, not compensated for by the slow increase in paddy rice production.
