    An Ordinance to provide for title and registration of rights in native land. Subject to the provisions of this Ordinance native land shall not be alienated, whether by sale, gift, lease or otherwise, to a person who is not a native. The Chief Lands Officer shall appoint a native lands Registrar for every register of native lands. No lease or sub-lease of any native land shall be valid until it has been approved and registered according with the provisions of this Ordinance. The Ordinance provides also for the survey of lands.

    This Act restricts the use of public lands set aside for agricultural purposes to citizens of the Northern Mariana Islands and US nationals so as to prevent large-scale commercial exploitation of such lands which are scarce.Such lands as are leased or its use is permitted in accordance with the provisions of this Act and shall be developed in accordance with their most appropriate use or uses, i.e. either agricultural, aquacultural, maricultural, or animal husbandry.

    This Act amends the Land Registration Authority Act 2003 by adding a new section (438A), which stipulates that no lease shall be subject to sublease unless specifically agreed to by the landowners in the original master lease, or consented to by the landowners in writing.

    This Act makes provision for the control of the development and use of publicly owned wetlands and submerged lands and especially of areas subject to adverse possession by virtue of adjacent private property. All exploration, development, water or non-water dependent uses of submerged lands or extraction of petroleum deposits or mineral deposits which may be located in submerged lands of the Commonwealth require an approved license, lease, or permit from the Secretary of Lands and Natural Resources.

    This Act provides for the registration of land and establishes for this purpose a Land Registration Authority.The Authority shall be a body corporate and shall be managed by a Board of Directors. The Authority shall: (a) provide a legal framework for the people of the Marshall Islands to voluntarily register their interests in land in order to produce certainty regarding the identity of the legal owners of land and interests in land; (b) provide standards and criteria for land leases; and (c) maintain and keep public records of land and land transactions.

    This Act makes provision for the payment of compensation for withholding of property by persons acting in collusion with tenants and for the recovery of non-paid rent. The Act also makes provision for the renewal of leases without the surrender of land.

    Section 3 prohibits transfer inter-vivos of the freehold of any land in Nauru to any person other than a Nauruan person. Such transfer or purported transfer, or any agreement to execute any such transfer, shall be absolutely void and of no effect. Section 4 guarantees validity of existing titles in land, acts relating to land, etc. under the present Act. Sections 5 to 17 concern lease of land for purposes of mining of phosphate and concern certain aspects of use of such land, e.g. removal of sand, removal of trees and vegetation, etc.

    This Act makes provision with respect to the control of the carrying out of designated village homestead programmes by the Marianas Public Lands Authority. The Authority shall grant certificates of compliance to homesteaders but may revoke such certificate if, within a prescribed period, the homesteader has not complied with requirements. However, the certificate may not be revoked if services such as public water and sewerage were not extended to the homestead concerned.

    This Act stipulates that the Department of Public Lands shall not assess rental fees in respect to small parcels of public land, not in excess of 300 square meters, adjacent to land used for residential purposes where the residential land owner maintains the public land by removing undesirable vegetation and habitat for pests.
