These Measures, consisting of 24 articles, provide for the rules and requirements for rural residential land appilation, examinationa and approval. The term "rural residential land" as mentioned in these Measures refers to the land used by rural villagers for building houses and kitchens, toilets, backyards, etc.The Measures provide for the prohibition of the occupation of basic farmlands for house construction. Urban residents are not allowed to purchase rural residential lands.
These Measures are developed in accordance with the Budget Law of the People's Republic of China and other laws and regulations and the relevant provisions, aiming at strengthening the administration of subsidy funds of the central treasury for the confirmation, registration and issuance of certificates on the right to the contracted management of rural and enhancing the fund use efficiency. The Text consists of 22 Articles.
These Measures are formulated in accordance with the Urban and Rural Planning Law of the People’s Republic of China. The Measures consist of 53 Articles divided into 7 Chapters: General provisions; Formulation of urban and rural planning; Approval of urban and rural planning; Amendment of urban and rural planning; Supervision and inspection; Legal liabilities; Supplementary provisions. The Measures provide for the procedures of, and requirements for formulation, approval, amendment and implementation of urban and rural planning.
