At current rates, 60% of the world’s total population will live in cities by 2030. As the cities grow, so does the number of urban poor. Unemployment, hunger, and malnutrition are commonplace. In the big city, most of any cash income the poor might bring home goes to feeding themselves and staying alive; any food that does not have to be bought is a bonus.

But often the way in which this market works frustrate attempts to open up better located living and business opportunities for poorer urban households and communities, despite government policies and programmes intended to address these challenges. The challenge in South Africa is even larger because of worsening poverty and inequality, and the continuing growth of cities through urbanisation.

Participatory and Inclusive Land Readjustment
Manuals & GuidelinesOctober, 2016Colombia, GlobalParticipatory and inclusive land readjustment, or PILaR for short, is a way of reorganizing the ownership of land in and around cities in a pro-poor way. It brings together land parcels belonging to different owners and treats them as a single unit for planning and infrastructure provision. The municipality reserves a portion of the land for roads and other public infrastructure, and returns the rest to the original owners. Each owner gets back a smaller parcel, but it is worth more because it now has road access and other services.

But instead of banning urban animal husbandry, as was, for example, considered in the course of the swine influenza epidemic, framework conditions ought to be created that enable people to make use of this business branch to earn a profit without running risks.

A case study
Reports & ResearchJanuary, 2010Africa, South AfricaIn 2007 Urban LandMark undertook a series of consultations as part of the Voices of the Poor project. Four workshops were held in the centres listed above. The workshops were attended mostly by civil society organisations as well as NGOs. In all, 105 participants from more than 30 different civil society organisations participated. This case study presents the perspectives and experiences of civil society organisations with regard to access to urban land by the poor as derived from the consultations. These perspectives are fairly representative of urban community organisations as a whole.

Trading Places is about urban land markets in African cities. It explores how local practice, land governance and markets interact to shape the ways that people at society's margins access land to build their livelihoods.
The authors argue that the problem is not with markets per se, but in the unequal ways in which market access is structured. They make the case for more equal access to urban land markets, not only for ethical reasons, but because it makes economic sense for growing cities and towns.
