    Government has been implementing the Land Resettlement Programme for over twenty four (24) years, focusing mainly on land resettlement for agricultural purposes without a comprehensive policy and legal framework. This has caused a number of challenges including lack of a coordination mechanism at higher level of Government in the implementation of the land resettlement programme, land disputes and low levels of infrastructure development and service provision in the resettlement schemes.

The formulation process utilized both top-down and bottom-up approaches, where various stakeholders at both national and regional level were consulted.The Zambian people’s vision is to become “a prosperous middle income nation by 2030”.

    This National Gender Policy 2014 rests on the principle that women and men are equal in all respects. All forms of discrimination based on sex and gender should be eliminated. The reasons for revising the National Gender Policy of 2000 are the need to address persistence and emerging gender related issues such as the impact among women of climate change (Chap 4).

The Plan, like the three national development plans (NDPs) that preceded it, is aimed at attaining the long-term objectives as outlined in the Vision 2030 of becoming a “prosperous middle-income country by 2030”.
