La presente Ley tiene por objeto el fomento, desarrollo y protección integrales del sector agrario. Para la ejecución de la política agraria (cap. IV), mediante el artículo 23, se crea el Instituto Nacional de Desarrollo Agrario (INDA), como entidad de derecho público, con ámbito nacional, personalidad jurídica y patrimonio propio, adscrito al Ministerio de Agricultura y Ganadería. El INDA substituye en sus funciones al Instituto Ecuatoriano de Reforma Agraria (IERAC).
The purpose of this Act is to enforce upon anyone keeping livestock, full damage liability in case their domestic animals are itinerant elsewhere outside the assigned (privately owned) land.

Under this law a person occupying or entitled to occupy agricultural land , under a lease agreement or by authority shall not make non-conforming use of that land save under a written permit from the Minister of Agriculture (sect. 2). Under section 3, an occupier may not transfer his personal quota of water to another person or use it or permit another person to use it for the purposes of land of which non-conforming use is made, save under a special permit. Section 4 and 5 establish a Determining Committee for the purpose of this law.
This Proclamation of the Afar National Regional State establishes a rural land administration system that is suitable for natural resource management and protection and that incentivizes investment within the traditional clan-based communal land tenure system. Laws that pertain to lands designated as forest lands, wildlife sanctuaries, biodiversity protected lands, environmental and natural resource conservation and preservation areas shall not be affected by this Proclamation. The Proclamation, among other things: provides for survey, registration, certification etc.
