    In Forécariah, Guinea, a remote-controlled mini-helicopter provided in cooperation with the United States Geological Survey (USGS) is helping the Government of Guinea and the local community aerially map the most likely locations of diamond deposits. That information will enable miners to lease parcels of land that are more likely to generate a return on their investment, the Government of Guinea to better monitor and regulate artisanal mining, and farmers to grow crops on surrounding land with fewer conflicts.

    I was pleased to attend the June 2014 intersessional meeting of the Kimberley Process Certification Scheme (KPCS) in Shanghai, China and want to share several noteworthy achievements for USAID’s ongoing efforts to strengthen land tenure and property rights and prevent conflict.

    On April 29, 2014, the United Nations Security Council voted to lift a long-standing ban on diamond exports from Côte d’Ivoire. Ending the nine-year-old ban will encourage greater transparency in Côte d’Ivoire’s diamond sector and potentially move an estimated $12 to $23 million annually from the illicit diamond trade into the formal economy.

    Côte d’Ivoire emerged from a decade-long civil war in early 2011, but its diamonds—which played a role in sustaining the conflict—have remained on the world’s black lists. In November 2013, however, the Kimberley Process (KP) Plenary in Johannesburg recognized that Cote d’Ivoire had met minimum requirements of the KP Certification Scheme, the international mechanism to prevent conflict diamonds from entering the world’s markets.

    A working draft of a Washington Declaration Diagnostic Framework (also in French) has been prepared by USAID for use by the Working Group on Artisanal and Alluvial Production (WGAAP) of the Kimberley Process Certification Scheme (KPCS). This tool is intended to help countries assess the status of their artisanal mining sector, and implement the principles outlined in the "Washington Declaration on Integrating Development of Artisanal and Small Scale Diamond Mining with Kimberley Process Implementation.”

Indeed property taxes are often levied and paid around the world even when citizens lack deed or title to their property.

Transparent management of Guinea’s mining sector – which accounts for 95 percent of the country’s exports - is essential for the nation’s long-term economic growth and sustainable development.
