Within a country, diagnosis should be conducted at different hierarchical levels: local (interaction between the production system and the input distribution sector, the marketing sector, possible forms of processing, and consumption characteristics); regional (appropriate selection of target site); and national (development trends and governmental policies at the macroeconomic and sectorial levels).

Reports & ResearchDecember, 1989Nigeria, Africa, Western AfricaGrazing reserves in Nigeria are areas set aside for the use of pastoralists and are intended to be the foci of livestock development. The stated purpose of grazing reserves is the settlement of nomadic pastoralists they offer security of tenure as an inducement to sedentarization through the provision of land for grazing and permanent water. This paper reviews problems associated with grazing reserves and offers suggestions to make them more productive and relevant to the needs of the intended beneficiaries.

This paper analyzes irrigation operational problems, and their institutional causes, on a new irrigation system in southern Sri Lanka, based on research during disastrous drought. The authors offer a number of suggestions for improving the management of this system.

Small ruminant productivity, management factors and socio-economic characteristics are analysed. The causes leading to the observed differences in small ruminant productivity are related to the owner's socioeconomic characteristics, to his management strategies or to preferences for one or the other small ruminant species.

This paper is a preliminary effort to define the extent of irrigation in Pakistan's mountain regions. Attention is given to some changes already begun in this environment through new irrigation development activities. Important knowledge gaps that need to be filled by more systematic and multidisciplinary research are identified.

This paper presents an overview of the current state of knowledge on the relations between irrigation management in Pakistan and the incidence of waterlogging and salinity. It is emphasized that management research should focus on the whole system, including surface and ground water resources. The paper also highlights key management questions that need to be addressed such as salt and water balance and water loss from canals, water courses and field channels.
