    The paper aims to identify the rationality of peasant communities and their contribution to rural development in Kampong Thom province. To do so; an interdisciplinary analytical framework addresses the dynamics of land use and land tenure; the strategies of labor force allocation as well as the determinants of land and labor agricultural productivities amongst peasant communities. It rests on details field surveys in two communes located in very distinct agro-ecological settings of Kampong Thom province.

    ABSTRACTED FROM THE EXECUTIVE SUMMARY: In May 2012 Prime Minister Hun Sen issued Directive 001 (also known as Order 01BB) on ‘Measures to strengthen and enhance the effectiveness of management of economic land concessions (ELCs)’ announcing a moratorium on the granting of new ELCs, the review of existing ELCs and the implementation of the so-called “leopard-skin” (or “tiger-skin”) policy, with the aim to allow communities to live side by side with the concessions.

    ABSTRACTED FROM THE CONCLUSION: LMAP has had considerable success in several areas, including the number of titles adjudicated in rural areas, development of legal framework for land management and administration, and the increased institutional capacity of the Ministry of Land. Unfortunately these successes are overshadowed by an increase in landlessness, forced evictions, land-grabbing and widespread tenure insecurity in Cambodia. In large part this is the result of a persistent lack of political will to consistently implement the legal framework that LMAP has developed.

    The Forest Concession Management and Control Pilot Project (FCMCPP) overall objective was developed in the early 2000s and aims at 'testing and demonstrating, through implementation, a comprehensive set of forest planning and management guidelines and control procedures and establishing an effective forest management compliance monitoring and enforcement capability'.     Recently concerns have been raised regarding the potential for the Reduced Emissions from Deforestation and Forest Degradation (REDD) framework to recentralize forests, potentially setting back efforts to institute localized and decentralized forms of natural resource management. Here, I apply a political ecology approach to consider access and exclusion to land and natural resources in the contexts of three emerging REDD projects in Cambodia and Laos.

    In June 2012, the Cambodian Government issued a policy directing the private titling of all plots throughout the country’s rural areas. In this study conducted in collaboration with seven NGOs throughout 79 indigenous villages in Ratanakiri Province, indigenous leaders reported negative impacts of the policy including loss of communal land, lack of transparency and information, and coercion to privatize land.

    In late June and early July 2012, more than 1,000 student volunteers were dispatched to targeted provinces across the country, accompanied by officials from the Ministry of Land Management, Urban Planning and Construction (MLMUPC), to implement Cambodian Prime Minister Hun Sen’s Order 01BB. The student volunteers were trained in basic measurement techniques, kitted out with military uniforms bearing the MLMUPC’s logo, transported by army trucks, and directed to measure land and grant land certificates to rural residents.
