    Effective recognition of customary land rights is still a challenge in Angola, as in many other African countries. Despite customary land rights of the traditional rural communities are expressly recognized in the 2004 National Land Law, very few communities in Angola have been able to register their land. In the Province of Bié, in Angola central highlands, only five customary collective land titles (called Dominio Util Consuetudinario) had been issued within the period 2004-2015.

    In view of the lack of human resources with specific competencies in costumary land rights, within the past two decades FAO and various non-governmental organizations have developed materials and methodologies for the dissemination of the Land Law and the participatory delimitation of rural communities. Materials and methodologies were developed based on practical experience of several land projects implemented over a period of approximately 20 years.

    Although official warfare in the Republic of Congo stopped more than eight years ago, the pool region has continued to feel the collateral effects of war until now at a scale largely ignored by the general public. The pool region is where the Ninjas, a group of local militias, originated during the civil strife and retreated to afterwards. Peace and recovery did not gain traction in the area until 2010/11.

    The adoption of modern Land Administration Systems (LAS) in Sub Saharan Africa is done with the expectation that principles of equity, non-discrimination, efficiency, transparency, productivity and sustainability among others may be achieved to meet societal needs in those countries.  However, a lack of functional systems to document land through the provision of proper documentation particularly in Sub Saharan Africa has led to a high tenure insecurity in local communities, landlessness and a lack of proper investment in the land they hold.
