The project aims to create actionable policy proposals to make spaces of participation more effective in five countries in Latin America, and to contribute to the needs of existing social movements within their local contexts. Currently the study is mapping specific effects of implementation of participatory reforms on the distribution of power and resources in communities, the pathways through which such effects are produced, the accountability of domestic decision-makers, and impacts on successive iterations of legal reform.

Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

This paper discusses the agrarian problem in Brazilian rural areas from the environmental point of view. The objective is to examine how the private appropriation of the Brazilian rural space came about, attributing to the environmental factor a role whose logic was relevant in the inherited agricultural context. According to this hypothesis, the specificity of the private appropriation process of public land, after 1850, is the origin of agricultural and environmental problems in the Brazilian rural space.

The articles range geographically from the paper addressing land and agrarian reform in Colombia, by Professor Darío Fajardo, to a consideration of the land reforms currently under way in Scotland, by Douglas Macmillan, Ken Thomson and Bill Slee.
