The Land Matrix is an independent land monitoring initiative that promotes transparency and accountability around large-scale land acquisitions (LSLAs) in low- and middle-income countries across the world. By capturing data on its website, the initiative aims to stimulate debate on the trends and impacts of LSLAs, facilitate wide participation in collecting and sharing data about these deals, and contribute to the growing movement towards open data.

This is the first issue of the Journal of Law and Rural Development, published by IFAD. IFAD’s mandate to address rural poverty and promote rural development is unique among international organizations. For many years IFAD limited its activities to financing projects and programmes implemented by its Member States, but over the last decade it has begun to transform itself into a knowledge centre and a key participant in the international policy dialogue around rural development issues. The launch of this journal is another step forward in this transformation.

Shortly after the Food and Agriculture Organization of the United Nations (FAO) was founded in 1945, the organization had started to support member countries addressing structural problems in agriculture with land fragmentation and small holding and farm sizes through the development of land consolidation instruments (Binns, 1950). During the 1950s and 1960s, FAO provided technical assistance to the development of land consolidation in member countries in Europe such as Turkey, Greece, Spain and Cyprus, but also in the Near East and Asia (Meliczek, 1973).

Climate change is increasingly being recognised as a global crisis, but responses to it have so far been overly focused on scientific and economic solutions. How then do we move towards more people-centred, gender-aware climate change policies and processes? How do we both respond to the different needs and concerns of women and men and challenge the gender inequalities that mean women are more likely to lose out than men in the face of climate change? This report sets out why it is vital to address the gender dimensions of climate change.

Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

Nowadays many seaside towns, economically based on marine tourism, need operations to reinvent and recovery their own image and to define a new strategy of urban development. The presence of the sea is of primary importance and it should be considered not only as an economic resource, but mainly as a strong element of identity that must interact with the urban landscape.

Haliç (The Golden Horn) is a mythical place that belongs not only to the history of Istanbul but to the whole of Europe. At Haliç land and sea merge: the natural harbour of ancient Constantinople, home to the naval arsenal and place of delights, it saw its natural and urban state change completely in the final phases of the Ottoman Empire. Its recent history has been marked by a process of intense industrialization, developing uncontrollably on its banks between the 19th and 20th centuries.

We highlight the mysterious liquidity that oversees the interpretation of the nature of the relation sea and cities, using to hyperbole from James Conrad in " Heart of Darkness ", while the reference to Saskia Sassen highlights the need of strong policies in the governance of reciprocity relationships. The heart of darkness continues to envelop the sea-land relations , as witnessed by the suffering of migrants on the sea and also the new faces of the suffering city ( migrant's reception centers in Italy) . It is believed that culture has a role in unraveling the mystery.
