    In early 1998, the International Food Policy Research Institute (IFPRI) was asked to assist the PROGRESA administration to “determine if PROGRESA is functioning in practice as it is intended to by design.” This document summarizes the findings contained in a series of reports presented by IFPRI to PROGRESA from November 1998 through August 2000. A more detailed description of the research, rationale and methods appears in the list of supporting documents from which this document has been derived.

    The central message which emerges from this meeting was that modernization is above all an issue of human-ware. It is quite noteworthy to see that, although most participants to the meeting were engineers, almost every paper and almost all questions and points of discussion dealt with institutional, development and sociological issues and were not focussed on techniques. The issue of human-ware can be further expanded into complementary directions.

    The sustainable management and use of groundwater resources as a source of drinking water supplies, for irrigation, and for other consumptive uses, as well as a supplementary source of surface river flows and of wetlands and wildlife habitats, calls for increasing attention to two major and interdependent sources of concern, namely, depletion and pollution.
