    This is a working paper. The purpose of this paper is to provide an overall framework for the critical assessment of alternative approaches to improving access to land by the rural poor in India , as part of a broader strategy for reducing poverty through rural growth. Viewing persistent constraints on access to land in their historical context, the paper considers India’s record in implementing land reforms, and identifies the elements of a new, complementary approach to improving access to land by the rural poor.

    A discrete choice model and site-specific data are used to analyze land use choices between crop production and pasture in the Corn Belt. The results show that conversion probabilities depend on relative returns, land quality, and government policy. In general it is found that landowners are less inclined to remove land from crop production than to convert land to crop production.

    This report is a detailed analysis of the current human rights situation in Nyaunglebin District (known in Karen as Kler Lweh Htoo), which straddles the border of northern Karen State and Pegu Division in Burma. Most of the villagers here are Karen, though there are also many Burmans living in the villages near the Sittaung River. Since late 1998 many Karens and Burmans have been fleeing their villages in the area because of human rights abuses by the State Peace & Development Council (SPDC) military junta which currently rules Burma, and this flight is still ongoing.

    Agricultural land is being converted into rural residences at an unprecedented rate in the Inter-mountain West. Survey data have been collected for Sublette County, Wyoming concerning preferences for private land use and land use control. Selected land use controls include zoning, purchase of development rights and cluster development. Local in-migration appears to be driven by the pursuit of open space and environment amenities. Logit models are estimated for public and private choice co-variates.

    In the DFID White Paper, the government's commitment to addressing gender inequality highlights the frequent 'double disadvantage' of poor women. Poor women from minority groups, however, may experience additional discrimination. There is abundant evidence to show that many ethnic minorities and indigenous people are subject to economic, social and political disadvantage. The complex relationships between gender and ethnicity need to be addressed in order to understand the social processes leading to poverty of particular groups.
