    Population, environment and agricultural development constitute an inter linked, mutually-reinforcing paradigm which affects the level of food insecurity and the depth of poverty in a developing region such as Africa. Apart from chronic food insecurity and acute poverty, Africa is faced with other daunting threats. These include escalating population growth, widespread malnutrition, inadequate sanitation, and scarcity of clean water, air pollution and severe land degradation.

    Since mid-August, new flows of refugees have begun arriving at the Thai border from Karen villages in southeastern Pa'an District, central Karen State. Over 100 families, totalling well over 500 people, have arrived thus far and they say that many more will follow. Those who have arrived so far come from the villages of Pah Klu, Taw Oak, Tee Hsah Ra, Kyaw Ko, Tee Wah Thay, Tee Khoh Taw, Tee Wah Klay, B'Naw Kleh Kee and Ker Ghaw, most of which are within 2-3 days' walk of the border. . .

    This paper reviews hypotheses about the impacts of rural population growth on agriculture and natural resource management in developing countries and the implications for productivity, poverty, and natural resource conditions. Impacts on household and collective decisions are considered, and it is argued that population growth is more likely to have negative impacts when there is no collective responses than when population growth induces infrastructure development, collective action, institutional or organizational development.

    Considerable public funding is provided for research and development intended to improve the management and use of shared natural resources, such as water. In Australia the Land and Water Research and Development Corporation (LWRRDC) and Environment Australia are significant providers of such funds. These providers tend to judge the value of R & D projects supported by them on the basis of whether or not significant technology transfer and adoption takes place. Researchers involved in these projects and expected to be the prime movers of such transfer.
