    This paper presents an overview of the various approaches that developed and developing countries have used in designing national forest funds. It is based on a study of legislation in over forty countries and a review of some of the few empirical studies of forest fund performance. The overview may serve as checklist of issues and options for policymakers who are designing funds. It also may illuminate ongoing discussions about appropriate international roles in forest financing. The paper presents some of the common arguments for and against the use of dedicated funds.

    Conflicts over the appropriation, management and use of forest resources can pose significant constraints to sustainable forest management. Often, there are long-standing conflicts between governments, their agencies, the private sector and local communities, as well as among and within communities, over forest resources and their use and control.

    The paper briefly reviews the mandates and main activities of some major governmental and non-governmental international organizations concerned with the management of forest genetic resources, and the role that such organizations play in this field. It is noted that national forest genetic programmes will continue to constitute the building blocks of regional and global programmes, but that these can be usefully complemented by harmonization of action at international level.

    This research uses field-level data from Burkina Faso to ask what determines farmers' investment in two well-known soil and water conservation techniques: field bunds (barriers to soil and water runoff), and microcatchments (small holes in which seeds and fertilizers are placed). Survey data for 1993 and 1994 are used to estimate Tobit functions, compute elasticities of adoption and intensity of use, perform robustness tests and estimate alternative models.

    The paper examines how derived rights have evolved through settlement, loan, rental or purchase contracts and how these arrangements have developed as a result of national policy and socio-economic history. It goes on to examine how the unique circumstances of "established" and "pioneer" farming areas show differing patterns of change in arrangements over time.
