    Cambodia has experienced rapid economic growth over the last decade. Cambodian gross domestic product (GDP) grew at an average annual rate of over eight percent between 2000 and 2010 and over seven percent since 2011. The tourism, garment, construction & real estate, and agriculture sectors accounted for the bulk of growth. The percentage of the population living in poverty also decreased to approximately 17.7 percent in 2012, the latest figures available. GDP per capita increased to an estimated USD 1,130 in 2014.

    Indigenous communities in Cambodia are legally recognized and should thus have been protected by the Land Law and the Forestry Law, entitling them to communal land titles. A number of national and international instruments including the Cambodian Land Law of 2001, the UN Declaration on the Rights of Indigenous Peoples, the ILO Convention no. 169 on Indigenous and Tribal Peoples and the World Bank Safeguard Policy recognize both collective and individual Indigenous Peoples’ rights.

    Order 01 on Measures for Strengthening and Increasing the Effectiveness of the Management of Economic Land Concessions (Order 01) declared a moratorium on the granting of new ELCs and called for a review of existing concessions. This was expanded one month later when the Prime Minister formally announced a new nationwide land titling campaign. This report sets out to fill in some of the information gaps around Order 01, and to assess the major criticisms of the campaign.

    This LICADHO press release expresses strong concern at the surge in land disputes documented by its offices in 2014, which resulted in a threefold increase in the number of families newly affected compared to the previous year. In 2014, LICADHO registered 10,625 families, or an estimated 49,519 individuals, newly affected by land conflicts.
